There is no way they will wave GST for any boat that can sail to Australia .
Not like UK were duty is waved if you immigrate and stay for a few years? They do that in Oz only for small boats.
You can import duty free a "handy craft of Asia" This has to be a timber boat built in traditional methods and with no nails.

Looks promising.
In any event I am pretty sure that the 10% GST would be waived for a
pre-owned boat but talk to Customs for a definitive position.
