First, if you read Federal Documentation law, you'll read that documenting a
boat does not affect local taxes whatsoever. Having said that, different
localities have different laws, which is why I recommended in my previous
post to check with the agency that's charged with collecting tax in your
area.

For example, last time I looked, the District of Columbia did not tax
federally documented boats.

Each taxing state has some method of determining the tax collected. In some
cases it's based upon what you paid for the boat; in other cases, it's based
upon the boat's value when it entered that state's waters. Each state has
its own method of determining what boats owe tax: how long the boat has been
in state waters, how long the boat has been owned, etc.

On the East Coast of the US, every taxing state will give the boat owner a
decal to display that shows the boat tax has been collected. The absence of
such a decal, or a hailing port in a non-taxing state (DE, RI, NH), is
usually a red-flag to any enforcement officer. Expect to be stopped and
questioned often if you sail in a taxing state.

For every clever person who figures out how to avoid tax, there's an equally
clever agent who figures out how to collect it. Good luck.
