No, but it's a perennial Cruising World article, so hunt up some back
issues.
Actually, anyone with Jimmy Cornell's World Cruising Routes could work it
out.

As a general rule, all around the world you're looking for the 'tween months
between the strong winter gales and fierce summer
hurricanes/typhoons/cyclones--spring and fall, in other words.
The time to be in any of the cruising hubs is about a month before the
regular seasonal transition months arrive. Leaving the US east coast that
would be May/June bound for the islands, a bit later if bound for Europe,
all to avoid winter gales. Caribbean islands westbound for the US east
coast or south toward Columbia/Panama or the ABC islands would be about the
same time period in advance of the active part of hurricane season.
Captains are least discriminating in their pick-up crews when they're
travelling during the height of winter or summer storm season.
Destinations to depart from include any of the all-weather, deep inlet
ports.
