Yes that is correct. You might also be interested that the prime
meridian or 0 degrees longitude was established in 1884. Shortly
after the French also tried to move the prime meridian to Paris
rather than Greenwich. This of course let the Americans into the
act and they argued for a Washington DC prime meridian. All of this
came to naught as the mariners of the day depended entirely on
Admiralty Charts and other Admiralty publications and simply didn't
convert much to the chagrin of Napoleon.
