I don't know about Tohatsu, but I believe it's fairly common knowledge that
most mfrs. 15 HP motors were de-rated to 9.9 by simply changing to a smaller
carburetor. I've been told that the exhaust tube was also made smaller, but I
don't know for sure. Several years ago, I replaced my 9.9 Evinrude's carb
with a 15 (same price) and there was a noticible difference.
I guess your question could be answered by a Tohatsu dealer.
