 a couple of additional thoughts:

Bilge keels on large boats often have a stiffener on the edge of the foil;
you could incorporate 1.5" schedule 80 pipe as the edge of your keel
weldment and encapsulate the lead in it prior to welding the keels to the
hull.

It's common practice to fill void spaces which will be immersed (built-up,
hollow rudders, for example) with oil in order to prevent corrosion and/or
unwanted excess buoyancy. This is simply done by welding-in pipe couplings at
the high and low points and installing flush socket-head plugs. You might
want to consider this for your keels.
