I am no help with the 240V to 12 V question. But I do know that you do not
need to insulate for a receiver, only when you are transmitting are you in
any danger of toasting any passersby. If you can try attaching to any
likely looking nearby wires. I have had good reception with uncoated wire
of the shrouds and also the lifelines. Most receivers have a wire antenna
in the packaging somewhere. It will have a headphone style jack on one end
and nothing at the other. Others will be able to provide more details, but
at least this should get you listening!
