In the days I posed myself the same question (early 1990s), I was proposed
an ICOM marine ssb with some 100 programmable emitting frequencies. That
gear would still get approved with some marine and some ham frequencies in
it because it would only be able to transmit on frequencies I held a licence
for.

I am talking about Belgium, and I don't know wether this would still hold
true. I don't even know wether that held true then, because I went for a
completely Ham solution.

My point is: the idea of those fixed emitting frequencies might be something
authorities would take into account. They seemed to do 10 years ago over
here.
