Most of us in the Caribbean speak only English, or something
we call English. The French, Spanish and Dutch-speaking
islands have so many people who are bi-lingual that it seems
highly unlikely they would not have qualified locals to fill
such positions. As on your island, foreigners are not
given work permits unless there are no qualified locals
available.
