With an 406 type EPIRB you need to register with a marine safety authority
so they know who is on the boat when you activate the alarm any were in the
world. The system is world wide and they contact your next of kin to
determine if it is false alarm. This is extra to any local radio licence
that may be needed.

I'm not certain, but I believe you register your EPIRB, SSB and VHF with the
FCC. You need a license for all if you go off shore.
