If approaching Uruguay from Brazil use the Ports La Paloma in the Atlantic
or Puerto del Buceo in Montevideo. Punta del Este is a safe port but you
need to carry megabytes of money.

I recommend reading Brazil and Beyond by Annie Hill for information.
