Roger-
This should be possible, if your PC only requires +12 and +5 volts.
I know you can drop down to +5 volts with a couple of diodes, but I
don't know what that does to your current draw. The short answer
is, its relatively easy to get +12 and +5 volts from your +13 volt
battery supply. And you can get -5 and -12 using DC to DC
transformers. However, I don't know the efficiency, cost, or
particulars of doing this. There isn't an "off the shelf" solution
to do it- other than using an inverter- that I know of.
