Hi Bill,
I used a PC at a Cyber Cafe in Ukraine earlier this year to trade stocks in my
brokerage account.
A site CAN require 128 bit encryption to make secure transations, but in my
experience they will generally work just fine with the 56 bit encryption
generally available outside the US.
Also, earlier this year the State Dept. removed the export restrictions on
"strong" encryption software, so you're likely to find 128 bit encryption in
places that have taken the time to update their software.
