I recently purchased a secondhand anchor that has a medium amount of
rust on it. The galvernising is gone in parts and it really needs
sandblasting and regalvernising. But being an anchor I wouldn't
normally use and always looking to save a dollar, could I grind it
back and hit it with the cold galvernising paint or is there a better
way?

I suggest removing the heavy rust with a scraper and/or a wire brush, then
spray on some Muriatic (dilute Hydrochloric) acid. Rinse well and then apply
the cold galvanizing paint.
