Only if you have a lot of weight between the boat and the hook. That
can be a big loop a or pile of chain on the bottom.. Just lowering the
hook to the bottom without a lot of weight between it and the boat won't
accomplish much because as the strain increases on the anchor the
snubber and hook will simply start to rise up in the water and pull the
chain up with it until the snubber is lined up with the chain going down
to the anchor.
