There are better, personal reasons than future insurance costs to have a
boat built to whatever standard makes you feel more confident in her
seaworthiness.
There's no way on this Earth that you can possibly make up the
additional cost of full blown Certification on insurance premiums. Even
in the unlikely case that you could save 10% on your hull premium, it
would take you about 30 years to make up the up-front cost of the
process....
