    An important part was left out of the original post. Is this a VacuFlush
    Vacuum Generator (pump on top of tank) or a VacuFlush system with a remotely
    mounted pump?
     
    If it is a vacuum generator it is very important to not disturb the uniseal
    during changing of the duckbills or the problem will get worse than it was. I
    speak from experience. Every time I would address the duckbills, I would
    move the entire unit slightly which caused the 90 degree elbow in the uniseal to
    move, thus creating a vacuum leak.

    vacuum pump in the salon when the head is flushed but have only once
    heard it cycle on it's own. I found that it was sucking the water out
    of the bowl because of some debris on the seal at the flush valve.
