Larry,
While I don't agree with a number of things that Mike Maurice had in that
that post (Dave Legrow already covered most of them), it is correct that you
do not have to monitor channel 16 when participating in VTS, *AND* you are
monitoring channel 13.
If you look at the federal regulations at http://tinyurl.com/2p2ucg you will
see that exemption. 47CFR80.148 lists the exemptions for the requirement to
monitor channel 16, and states:
The watch on 156.800 MHz is not required:
(a) .....
(b) For vessels subject to the Bridge-to-Bridge Act and
participating in a Vessel Traffic Service (VTS) system when the
watch is
maintained on both the bridge-to-bridge frequency and a separately
assigned VTS frequency;
