    Thanks again for the ideas.

    My query is concerning a marina of several hundred boats thus many of the
    solutions are just not practical i.e. heat tape, insulation etc. I am
    certain running the hoses underwater would not fly either nor replacing
    all the pipes

    Keeping the water running seems to do the trick. Obviously there are many
    electrically contolled valves i.e. a fuel solenoid but it has just struck
    me "zone control valves" used in a heating system. I believe most use
    24vac through a small transformer. Now just need a thermostat that is
    sensitive to around say 35 degrees F. ?????
