chart of U.S. waters plus PDF's of coast pilots and every other
government publication. Two DVD's of stuff for forty bucks.

One reason not to buy the CDs is to make yourself learn how to download
these things and then do it regularly in order to stay current. If you look
at NOAA's site they are constantly issuing new charts and updates. What is
the "born on" date of the CD that you are buying? By the time you get it
there are likely some updates available for download... I too struggled the
first time but it gets easier. Maybe this would be a good wiki topic "How
to download NOAA charts, as explained to an AARP eligible boater." <g>
