You need a check valve before the cold water input to the water
heater, and an expansion tank somewhere after the check valve. It is
likely that there was a check valve at the cold water input on the old
tank.
Water (and any air in the water heater) will expand as it is heated.
Without the check valve, hot water will flow back into the cold water
system. Depending on the plumbing arrangement, a little may show up at
a cold water tap.
Without an expansion tank on the hot water side of the check valve,
the pressure developed as the water expands on heating may cause the
safety valve on the water heater to leak.
