    Don,
    Many pumps are not self-priming and need to be "flooded suction", that is,
    mounted below the waterline. You might be able to raise you strainers but
    will possibly have to prime your pump by closing the thru-hull, filling the
    strainer with water before closing the strainer snugly and then opening the
    thru-hull before starting the pump.
