    Greg,

    Can you get to the back side of your main breaker? Your leads should be long
    enough for that.

    Certainly looks like low voltage. Just because you have a 50 amp receptacle
    on the dock doesn't mean that the docks feeds are large enough or you might
    be at the end of a run with some bad connections.

    I'd ask the dock master to prove that you've got 220 VAC with your full load
    running.
