I contact the local CAT dealer who has an extensive marine service business.
He said to manually exercise the throttle on the engine open and closed for
30 seconds and then run the engine, out of gear, at full throttle for 30
seconds. He said it is most likely the throttle controller/governor which
could be sticking after non use for 9 months. It needs fuel to lubricate the
    system.

When out yeaterday and it went to full throttle with no problem. I loaded up
the prop and tried 5 or 6 times and had no problems. We ran all day for 6
hours and every time I went to WOT it worked great.

Thnks to all who responded and had logical suggestions.

I will let the list know if it continues to work OK
