    Thanks for the response - I understand the difference between Title and
    Registration. When I sold the last boat with both a state title and
    documentation, the broker did a USCG Bill of Sale and a MD Title transfer.
    Just goes to show that there really is no clear direction on this issue from
    those you expect to know.

    The state may or may not care whether you have a "TITLE" registered in their
    state AND have a US Document, but the US Government does. Since, you could
    sell the state title to some unsuspecting buyer who would think they
    actually owned the boat. The regs for this are below, notice the words,
    "title issued by a state" shall be surrendered.

    In case there is anything unclear about this. There is state registration
    and there is state titling. They are 2 completely different things.

    > USC TITLE 46 > Subtitle II > Part H > CHAPTER 121 > ' 12124 Surrender
    > of title and number
    > (a) A documented vessel shall not be titled by a State or required to
    > display numbers under chapter 123, and any certificate of title issued
    > by a State for a documented vessel shall be surrendered in accordance
    > with regulations prescribed by the Secretary of Transportation.
