The tax in Md is as you said a use tax. They lost in court several years ago as a sales tax. It must be paid if you spend over 90 days in Md. in a calendar year. I, too know several people who have been in Md. for over a year and have not received any letters. The "water" police don't really walk the docks, but there are many busy-bodies who may send a letter about you. The bottom line is 90 days or less OK. 91 you pay
