If ever there was a demonstration of the need for a boating operators
licensing it is exemplified by the posting yesterday regarding the 40 foot
first time boat owners initial experience backing down, presumably in a
single screw vessel. Unfortunately, most first boat owners, regardless of
boat size, have few to no clues about boat handling and many gain that
only through trial and error operations. Licensing is not a perfect answer
but is does guarantee that at that point in a boat operators life he/she
has the MINIMUM of knowledge to operate a boat. More knowledge should
then be gained by experience and hopefully more classroom or on the water
training. This is what we require of police, firemen, EMTs, doctors,
pilots, professional mariners, etc.. I would hate to guess the
incompetence of these professionals if there was no licensing or
certification requirements. Many professions have mandatory continuing
education for license or certification renewal. Recreational boaters also
deal with equipment that can maim, kill or be destructive of others
property and rightfully have both a responsibility and liability
associated with this activity. I say forget about the dreaded and over
imagined government fees and intervention. Lets require ourselves to
have basic boating education and safety on the water for everyones
