Whether to require a license or just education
seems like a reasonable discussion.
However it misses the real problem.
You see there are ALREADY LAWS BEING BROKEN!
It is only ENFORCEMENT that can make much
difference in boating safety.
Now, who wants to be the first to vote in favor
of increasing the budgets of the Coast Guard,
local water cops, and state Fish and Game Officers
by, say 1000% so there will be better
enforcement????
I didn't think so...
