Well not quite enough, I don't think, but your point is well taken.
Some have glibly suggested "avoiding" the area. If you've cruised
there, that is much more easily said than done. Bypassing Venice and
it's many services and charms is a tremendous inconvenience. For
trawlers, Venice is the one good inlet between Boca Grande and Tampa
Bay (given the diciness of the Skunk, Longboat, New, and Big Sarasota
passes). That is a LONG 75 mile stretch outside, especially at "trawler
speeds" and rules out a lot of nice places to visit, anchor, dock fuel,
etc beyond just Venice proper. This fanatical cop preys upon this fact.
The powers that be miss a key point: that to catch one cheat, hundreds
of honest citizens are hassled. Imagine if the land cops set up
roadblocks and checked registration of every out of state car.
To John's point, if you do "avoid" Venice, make sure to mail the mayor
and the Chamber of Commerce copies your fuel, dockage, restaurant, and
other shopping receipts from north and south of venice. Money talks.
