Certification is very much a political issue with the various bureaucrats
engaging in a turf war.
Example: the horse shoe life ring so common on sailboats is not approved in
Canada. Why? Are Canadian and US people built diferently? or do they swim
differently? <grin>
I have to deal with certification issues constantly in my work.
When you dig deeper into the background you often discover it becomes a
question of some office or other refusing to give blanket approval based on
certifications from the other country and only because its a different
country.
They can always find some tiny detail to cite as the reason for refusing
approval.
