    Its a workable idea but be aware that ANY modification, including
    restitching or repairing a PFD voids the type approval.
    therefoer the trick is to have a "legal" even if not suitable PFD on board
    and then use your modified PFD with the additional neck support.

    The inflatable vests used to fall into the same catagory. It was a much
    better idea than the bulky and often impractical approved life jacket but it
    was not yet approved.
    Designer colors of PFD also ran afoul of this regulations. For the longest
    time nothing by day-glow orange was approved.
    CCG said it was unsafe because of reduced visibility. Never mind the fat
    many safety organizations pointed out that some people refused to wear
    bulky day glow jackets because they were awkward and looked ugly. The
    argument was; better afloat in a designer color than sinking without any PFD
    on.

    Eventually CCG reluctantly approved some additonal colors.
