    Its already happening. Its a standard format sanctioned by NASBLA and most
    states are incorporating this into their individual proof of competency
    certificates. Canada has a national certificate demanded by the Canadian
    Coast Guard and is approved in every province. This canadian course was
    developed using NASBLA as a guide line. Therefore Canadians can expect
    reciprosity from border states such as New York, Vermont and Ohio. Many
    canadians boat from the Canadian shores on Lake Champlain, Lake Ontario or
    Lake Erie where the international border is mid lake. These boaters
    frequently visit across the border. Same applies in all other border waters.
    But the eastern states were involved much earlier as far as I know.

    The only major difference being the Canadian certificate is issued under
    national authority whereas each state has its own juristiction and authority
    for issuing their particular certificates.

    Many power squadron members - myself included - feel the requirements are
    not tough enough, but that's another story.
