    Not quite right - USCG approved life jackets don't work if you fall
    off a Canadian vessel, wherever it is, and Canadian-approved
    life jackets don't work if you fall off a US vessel, wherever it is.

    It is just a matter that each government requires its own approval on
    some things, even it its standards are identical to the other
    country's.

    I doubt if SOLAS compliance has anything to do with this.

    I recall a discussion with a representative of Mustang - they had to
    delay introduction of a certain life jacket until they could get
    approval from both US and Canada, so the same design and specs could
    be used in both their Canadian and US factories. The Canadian-made
    product was only sold in Canada, and the US-made product was only sold
    in the US, because each country required that their own inspectors
    could monitor the manufacturing process.
