The Bridge to Bridge Radio Telephone Act (33CFR26) actually applies to every
vessel over 20 meters in length (65') in US waters, as well as vessels of 100
tons or more carrying at least one paying passenger.

A number of list members own trawlers that are 65' or more, and these boats are
required to maintain a listening watch on both channels 13 and 16 when underway.
It should be noted that two separate radios are required for this dual frequency
watch. A single radio scanning between the two frequencies is not acceptable.
