Don't these people check up on existing regulations before proposing more???
Anyone remember the car carrier that capsized in mid Pacific last year??
The reason being they had a technical snafu while doing ballast water
exchange in mid ocean as required by existing USCG regulations covering ALL
vessels entering US waters. BTW Canada and Europe has similar regulations
since this is now part of IMO standards and practices for international
shipping.
In a nutshell the ballast water regulations require ships to change the
ballast water in mid ocean to eliminate the transfer of biological species
from one are to another.
So why do these over zealous environmentalist insist on creating more
bureaucracy instead of enforcing existing regulations?
