    Bob:

    I don't know the rpm of the Perkins at maximum horsepower. Governers will
    typically max out at 200-400 rpm above that value. Assuming 400 rpm that
    means that your real WOT in gear is at least 300 rpm below the rated
    horsepower rpm.

    So, you are overpropped by quite a bit. I would suggest repitching and
    tuning your prop.
