    Peggy is right.
Many boats from the 70's and 80's that came from China had copper fittings which corroded form sewage.
I have replaced many fiberglass tanks with polyethylene tanks. If a fiberglass tank goes from the inside out there is not much you can do with it other than chip it out and replace it. The time and materials required to re-coat the inside a fiberglass holding tank would be better spent on a new polyethylene tank. There are over 1100 molds for rectangular polyethylene tanks. As they say in Ballard Washington, a Norwegian community, "If it were easy every body would be doing it". Good Luck.

Mike, there's only one way a fiberglass tank could become permeated with
odor: the FG would have to soak up sewage like a sponge...the walls
would be so soft and spongy--like a rotten deck--that any coating on the
outside would become the only thing holding it together.

So unless the tank walls are spongy, I don't think your tank has
permeated. More likely, you have some leaks around fittings...which in
turn can mean that there is some rot in the surrounding area. The only
way to know what shape the tank is in is to inspect the inside of
it...and the inside, not the outside, would be the place for any coating.
