These guys make all sorts of products for this use. Ron Barr, of this
list (I believe Ron is about to get underway for his Down Eastern Loop
trip, so may not log on for awhile) has some experience with using this
equipment and a cell phone to dial out, via one of the cell
phone-to-fixed line convertors like the Dock n Talk or (in Ron's case)
a Cellsocket.

"auto dialer"
you'll find lots of alarm devices with sensor monitoring. Radio Shack
used to
sell such a device but discontinued it abt 3 years ago.
