In regards to our past discussion about radar.
(b) Proper use shall be made of radar equipment if fitted and
operational, including long-range scanning to obtain early warning of
risk of collision and radar plotting or equivalent systematic
observation of detected objects.
NOTE the key words, "if fitted and operational", "proper shall be made
of". In other words, if you have radar and it works, the rules now
require it's use and proper, means in effect professionally. There is no
other interpretation according to the wording in the clarification.
The wording and emphasis of many of the rules have been modified to make
the meaning clearer, during the past few years.
The anchor lights for instance. An anchor light forward and up high,
another light down low and aft, and the deck lights lit. Or, in the case
of a vessel less than 50 meters, a single light where best can be seen.
If less than 100 meters, the deck lights can be extinguished. In other
words, you can use the same lighting as a 100 meter vessel if you want
and have the required equipment. I always leave some low level lights to
illuminate the decks, if we have the power available.
