You probably won't, that's the way they work. BTW, phosphates have been
absent in detergents for a LONG time, not just in the "green" ones. Best you
can do is use less and less until you minimize the sudsing while still
getting your clothes clean. Too much won't really work better, but will cost
you more and leave more "bubbles".
