Again, this is not true.
In 2002, Glenda Hopp, from Verizon, was already talking about the advantages
of the partnership between Verizon and Telus. Here are a few quotes from her
conference :

Canadian and US customers;

My Telus (Canadian) account gives me free access to Verizon while in US, not
only voice but data. It's been working the other way around too for years,
just ask to the thousand of companies who run business on both sides of the
border.
Don't blame the Canadian providers if the resellers in your area are not
aware of this possibility. The problem is mis-information by local sales
people.
