    A 4 volt difference in charging is over 10 percent of the overall
    voltage. In 12 volt terms this is equivalent to charging a 12 volt
    battery to about 12 volts instead of 13.2 volts, which should be
    obvious is nearly dead as a door nail.

    Okay so I was being polite and not saying the "d**n thing wouldn't work
    at all!" <VBG>
    The 32V charge would partially bring a totally dead battery part way up
    but just barely.
