T&T: Steel bilge coating headaches

We are building a steel hulled 52' trawler with a weldable primer kit. Given
the difficulty of blasting to white metal on the inside we used two coats
Ceramkote on top of a thoroughly cleaned but still Ameron primed plate. Later
we dropped a hammer on the bottom plate of a deep bilge keel which caused a
crack in the coating. With a knife I was able to delaminate the bottom part of
a 8" x 24" compartment. The delamination appears to have occurred at the
primer/ steel interface. The Ceramkote flakes still have primer on the back
side. Since the weakness appears at the steel/primer interface I am doubtful
that any other coating will do any better.
I am considering taking the alternators off the engines, covering all
the holes and wire connectors, covering the engines and blasting those
compartments to get the primer off-- then following with 1/2 inch of ceramkote grout.
I also plan to provide for some zincs in the bilge area. It gives me a
headache just to think of all the extra work.
After the discussion of the pros & cons of packing boxes verses dripless
shaft seals, we decided to use packing boxes because the boat is designed
for off shore far from home operation. Therefore there will be some water in
the bilge in the engine room.
        Any reasonable alternatives?
