I have heard good stories regarding the I68 in the PNW.
I think that Sandy got taken in the wallet for the photos. Yes, having three
passport photos each generally means having two "shots" since most places
doing photos have a Polaroid camera that does two photos per shot. Costco
charges about $5 per shot and our local Walgreen's pharmacy charged $7.99
per shot ($16 per person).
We have returned to the US under I68 several times this summer and none of
the phone conversations took more than 2-3 minutes. Friends doing the same
have reported the same fast turnaround.
The I-68 pre-clearance program is a national program, not a local one.
The most cost effective program is the Nexus program, but you have to go to
Blaine, WA, or other (limited) border stations along the Canadian boarder.
Although the Nexus program takes 3-4 months to get cleared, it lasts five
years. Both Canada and USA border officers accept the new Nexus card and
number.
