If the boat can handle the weight, then the auto-ranging transformer
has to go downstream of the isolation transformer?

It also means that there is no DC path from anything AC on the boat
to shore, as AC will not go through a transformer. NB, THIS DOES NOT
INCLUDE AN AUTOTRANSFORMER which does not offer any isolation
benefits
