The only down side I can see of having the pump before the filter is dirty
    fuel clogging the pump.

According to Racor specs, the filter should not have more than 15 PSI
pressure on the input side and since the electric pump provides less than 7
PSI it seems that it should not be an issue.

RACOR specifically says that any pumps should be on the suction side of the
filter(s). I have had the system on my boat rigged both ways and cannot
understand what would be the difference, but that's what they say!
