Mike, I wonder if they're going to the same system that NOAA and NWS use
called FTP email. Basically how it works is you send their server a set of
simple commands in an email, and it replies with attachments of whatever you
asked for, be it coastal or offshore forecasts, or even weather fax and
satellite images. I've used if for the last several years via sat phone
whenever we've been anchored in places that VHF and NAVTEX broadcasts can't
reach. The replies arrive within an hour or sometimes much less. If anyone
is interested in reading the instructions for this, write me privately and
I'll forward them to you, or you may be able to Google for it.
