It seems that you have jumped to a conclusion which had nothing to do with
the point I brought up. But since you have, let me see if I can clarify the
situation. I only mentioned the Gail, because of the regulatory issue
regarding the likely outcome that the owner would be fined for not having
had the vessels measurements updated. I never suggested that this
bookkeeping issue had anything whatsoever to do with the loss of the Gail.
Nor is there anything in the accident report which claims that. The larger
issue and lesson is that if there is a serious accident, the investigation
which follows, may ferret out the most insignificant oversight and the
survivors may find themselves entangled in the loops of the law in an
embarrassing way.
The accident report does indicate that changes in the vessels dimensions,
arrangement of weight may have contributed to the accident but there was
insufficient information to come to such a conclusion. In any event, as far
as the forum is concerned, this is an example of a thread drifting clear
off the original topic. Where I started out on a regulatory problem, the
subject veered to one about stability. It's like the threads that start out
on the best head and drift into sewage overflows at Victoria BC. New
topics, generally need new Threads started.
It's hard to keep focused, but like the astronauts on Apollo 13 who got
into an argument; after bouncing off the walls for 15 minutes, when all is
said and done you end up pretty much in the same place. Jim Lovell had it
right when he pointed out that what he wanted to do was "go home"; NEW
Thread. Now that IS focusing.
