The Selective Availability feature of the GPS system has to do with the
digital data stream that is used to calculate the receiver's position. With
SA turned on a few of the least significant bits of data are scrambled via a
crypto algorithm. The military or any other entity the US government wants
to have full accuracy merely needs to decrypt those LSB's to get the
accuracy they need.
I would suspect that encrypting more bits probably isn't an option,
encrypting the whole thing might be. Also, the timing for network
synchronization doesn't depend on the position data what so ever and merely
derives a 10MHz clock from an atomic reference via the Sat.
As I understand it, the original accuracy concerns were for nuke strikes on
hard bunkers. There are issues here the layman isn't going to readily see...
like how West Marine's repair shop figured out when Saddam was going to get
a slap down 24hrs before it happened? But wh'th'll!
