    There is the possible damage and there is the possibility of no or
    insignificant damage to a partially or heavily hardened target. These 2
    possibilities begin to separate as the accuracy decreases. The thinking
    apparently is that an opponent will not be sure enough of major destruction
    with an error circle of 300 feet, or possibly even more. Explosives
    delivered by cruise missile are not large enough to do the kind of damage
    to a hardened target that would make the effort worth while. (assuming
    conventional explosives).

    Which brings up a point to consider. It is very unlikely that GPS would be
    turned completely off. The government may have the capability to degrade
    the system not just to 300 feet but maybe to 1000 feet and do so only
    during the time a missile(s) were enroute.

    The fact that the system is "publicly" known to be degradable is enough to
    inhibit most such attacks using GPS, even if the entire story is fake. As
    for the rest of us. This kind of degradation, even to 1000 feet would not
    cause much trouble if it were not prolonged.

    One of the troubles with any such discussion is that we are short on real
    facts, there is too much conjecture without them and the REAL realities are
    at least partly classified.
